Open House Invitation focused on the current state of the proposed Joint Operating Agreement (JOA);
September 20th, 2017 from 6:00 – 7:00pm at the Trout Lake Community Centre, Grandview Room
Dear Trout Lake Community Centre Users:
For the last 5 years, the Grandview Community Centre Association (GCCA) along with numerous Community Centre Associations from across the city have participated in negotiations and consultations with the Vancouver Board of Parks and Recreation around a renewed Joint Operating Agreement (JOA) – a legal document that details the shared operations of community center facilities. We at the GCCA are pleased to say that we are currently very close to a deal and the conclusion of this process.
The GCCA has been working conscientiously on behalf of its members to ensure that the exceptional and local relevant programming and special events continue to be offered at the Trout Lake Community Centre.
On April 10th, 2017, the Vancouver Board of Parks and Recreation Commissioners passed amendments to the JOA that were requested by the Community Centre Associations – and they went on to pass this version of the JOA as the final document. This was then presented to all Community Centre Associations to be adopted and signed by the date of September 30th, 2017.
While the GCCA recognizes that the Amendments passed resolved significant issues that the Community Centre Associations had presented, there are still some outstanding items that require attention. Twelve Community Centre Associations, including the GCCA, recently sent the Commissioners a letter that explained that we were not yet comfortable signing the JOA as presented due to concerns with verbiage. Attached to the letter, was a document that clearly states the language required to allow these twelve Community Centre Associations to endorse the JOA on behalf of our collective Boards and members. We are awaiting a response.
If the GCCA does not sign the JOA by September 30th, we are unclear on next steps. The GCCA does run the risk of being served an eviction notice by the Park Board if the JOA is not signed. If that were the case, the exceptional programming and special events that you have come to expect, would be threatened. We continue to hope that the solution involves further dialogue and that the both parties will come to a mutually satisfying conclusion.
If you would like to learn more about the JOA document or the process so far, please join us on September 20th. Sincerely,
Kate Perkins, President On behalf of the Grandview Community Centre Association
